為深入理解關(guān)鍵礦產(chǎn)開(kāi)發(fā)與能源轉型之間的協(xié)同路徑，中央財經(jīng)大學(xué)綠色金融國際研究院團隊聚焦印尼鎳產(chǎn)業(yè)園區的低碳發(fā)展模式與轉型挑戰，系統分析了印尼鎳產(chǎn)業(yè)園區在實(shí)施脫碳路徑中所面臨的多重挑戰。作為印尼關(guān)鍵礦產(chǎn)資源政策的重要成果，鎳產(chǎn)業(yè)園區大大加速了本國工業(yè)化進(jìn)程，但也帶來(lái)了碳排放飆升等一系列環(huán)境與社會(huì )問(wèn)題。報告提出一個(gè)多維度分析框架，從政策演變、多元產(chǎn)業(yè)鏈并存、園區內部治理，以及空間與資源稟賦等四個(gè)方面探討園區低碳轉型的復雜性與權衡。在對各個(gè)園區發(fā)展路徑和運行機制的深入分析基礎上，報告總結出當前園區低碳轉型的關(guān)鍵障礙，并呼吁在政策明確性、低碳技術(shù)支持、園區治理能力提升和可持續能源替代機制方面推動(dòng)協(xié)同改革。
To better understand the symbioticrelationsbetween critical mineral resource and low-carbon energy transition in developing countries, the experts at the International Institute of Green Finance (IIGF) of the Central University of Finance and Economics has been analyzing the development patterns and transformation challenges of nickel industrial parks in Indonesia. The newly published report systematically analyzes the multiple challenges these parks face in implementing decarbonization strategies. As a major achievement of Indonesia’s downstream strategy on critical mineral resources, the nickel industrial parks have been driving fast industrialization in the past years, but with significant side effects due to various environmental and social issues, including the surging carbon emissions. The report proposes a multi-dimensional analytical framework to explore the complexity and trade-offs of low-carbon transition from the perspectives of fast policy evolution, multiple value chains, internal governance, and spatial and resource endowments. Based on in-depth case studies of the development trajectories and operational mechanisms of representative parks, the report identifies key obstacles to decarbonizing Indonesia’s nickel industrial parks and calls for coordinated policy changes to enhance regulatory clarity, strengthening technological support, improving internal governance capacity, and promoting sustainable energy substitution.
